Personal and sensitive data with which the organisations of state and public administration work, acts and activities which are performed above them from the part of the employees and from the part of citizens and users must be strictly secured against unauthorised access, unauthorised alterations, abuse or theft. The high level of securing can be ensured only using safe authentication methodologies and procedures which ensure that only persons with the relevant authorisation will have the corresponding access to any activities, not only with sensitive data of citizens but also with information where there is a state interest, confidential data or data constituting a state secret.
