Business planning as an activity does not relate strictly to the commercial sphere. If see the term “business” covering not just trade, but also as a substitute term for human activity dedicated to a successful back-up of some outcome, business planning concerns basically all institutions, incl. institutions of public administration, because also those institutions focus their effort on assuring some specific target and its constant improvement.

The aim here is not only to achieve success (in terms of entrepreneurship and service administration), but also to maintain the success or (and that is very often the most important aspect) is to regain the success.
