Programs, software or, if we wish to call it such, applications constitute the true brain which via infrastructure provides the services which citizens, employees and all other information system users use. Despite the fact that there are many ready-made applications available, in most cases it is necessary to adapt the individual components, applications or at least their parts and connect them together into a single functional whole. In many cases, and this applies particularly strikingly for services for citizens, the user requirements are so specific that they cannot be resolved using standard available applications. In these cases it is necessary to develop the required software especially for the given area of use or with the required functionality.
